A 34 year-old dental hygienist, with no history of violence, with a baby in the car, was chased down and killed by the super-security forces around the Capital and White House. My guess is that she was having a psychiatric disturbance, and wasn't really all that dangerous to anybody.
The Elites are safe. They are protected by layers upon layers of armed gunmen. Some average people must die occasionally, in the interest of Der Homeland Security, but again, the important factor is that the Elites were not harmed.
