More US Troops In Iraq

Obama just upped the US troop count to about 1.000. There are only about 10.000 ISIS fighters in total, and all the states (Saudi Arabia, Syria, Iraq, Iran) that are threatened can't seem to get together an opposition force. Are they waiting for the US to spill more blood and billion of dollars in aid?
