I wasn't able to fix the tiller the standard, conventional way. For some reason, I couldn't really drill into the broken bolt that I wanted to extract. Maybe I needed super hard drill bits? I ended up attaching the cover a different way, with a sheet metal screw in another place. It seems to work fine, and I can see now that the previously loose starter cover was the reason the starter spring and pull cord were getting balled up.

I'll give myself a C+, because even though I came up with an inelegant solution, the rototiller is fully functional again.
