Starting A Rat Scooter

I pulled my little rat scooter from the shed and I'm going to start it. It's been about five years, so there's some preliminaries like changing the oil. I think the batteries bad, but it has a kick starter.

Believe it or not, it's mechanically complete. I have another frame and body panels that fit that frame, so actually after a little work it could go from a rat scooter to a respectable licensed and registered road scooter.
