The military junta that controls Myramar (Burma) is composed of one ethnic group, generally at odds with five other ethnic groups in Burma. They want to control the distribution of aid in Burma, and they don't want an impartial group handing it out to the general populace. They would rather the opposition groups starve, or die of disease.
